Transition security

The aim of the transition security scheme is to support the employment of people aged 55 or over who have been made redundant.

Employees covered by transition security are entitled to

  • transition security allowance
  • transition security training
  • employment leave, which is 5, 15 or 25 days.

To be eligible for transition security, you need to fill all the conditions below:

  • dismissed due to production or finansical reasons after 1.1.2023 – termination of fixed-term employment does not meet the condition
  • turned 55 at the latest on the day of termination
  • worked for the same eployer for at least 5 years at the time of dismissal AND 
  • registered as a jobseeker in the employment authority’s service within 60 days of the dismissal. The date of dismissal refers to the day on which the notice of dismissal is given. If the notice period is long, you must therefore register in the employment authority’s service before the end of the employment relationship.

Transition security allowance is a lump sum payment equal to one month’s salary. The allowance is paid by your unemployment fund even if you have joined the fund just before dismissal. If you were not a member of any unemployment fund on the day of dismissal, the allowance is pay by Kela.

Transition security allowance must be applied for within 3 months of the end of the employment relationship with an application form found in the eService. Transition security allowance does not affect unemployment insurance and does not require unemployment. The allowance is paid, even if you are immediately re-employed by another employer.

The amount of transition security allowance is based on wages paid by the dismissing employer in the previos 12 months. Wages paid by other employers are not included in the calculation. 

Transition security training is training that improves professional skills or entrepreneurial skills and is intended to promote rapid employment. The employment authorities organizes the training after receiving information from the employer about the dismissed persons.

Attending transition security training is voluntary and you can refuse it without losing your unemployment security.

The value of the transition security training corresponds to a maximum of 2 months’ salary. The training can last a maximum of 6 months.

As a member of the unemployment fund, you can use the new services to support you in a job search. As a first step, the unemployment fund will offer you training related to the job search.
