Attachments are always required for the application. Check carefully the attachments that are required and submit them to the fund.

The fund will need the attachments listed below to make sure you get exactly the daily allowance you are entitled to. Although it takes a while to submit the attachments, we have made the application process itself as simple as possible. The experts at the fund will determine the factors affecting the amount of the daily allowance on the basis of your application, the information in the Incomes Register and the attachments you provide. You can speed up the processing of your application by enclosing the required attachments to your application. 

Please note that you do not need to send printouts of the data from the Incomes Register. The fund has access to the data in the Incomes Register. If the fund requests you to provide pay slips, the information in the Incomes Register has not been sufficient. 

Submit attachments via the fund’s eService

You can submit your attachments via the fund’s eService in PDF, JPG, JPEG, TIFF, PNG and GIF formats. You can send up to 10 attachments at a time. If you have more than 10 attachments, you can send as many batches of 10 attachments as needed. 

Send attachments only once. If you are not sure whether the attachments were received properly, you can check the situation in eService under Application monitoring – Application archive. At the end of the row, the blue triangle will bring up the files for closer inspection.

Submit pay slips for your most recent employment to the fund. 

  • If you are applying for daily allowance for the first time or if there is a lengthy break between your applications, you will need to provide salary information for the period of employment that meets the employment condition, i.e. for at least 12 months. 
  • If the break has lasted less than 12 months, salary information is required for the whole duration of the break. 


You do not need to resubmit any attachments you have already submitted to the fund, as we keep all attachments for at least 6 years.

In which situations should pay slips be submitted?

The unemployment fund receives your salary information directly from the Incomes Register, but in many cases the information in the Incomes Register is not sufficient to process your daily allowance application. 

The Incomes Register does not always provide information on, for example, the length of time during which you have earned your salaries, which is particularly important if your employment condition is met partially for the period before 2 September 2024. In addition, it is not always clear on the basis of the information in the Incomes Register whether the salary includes items that cannot be taken into account when calculating the employment condition. For example, “other paid supplement” shown in the Incomes Register is the kind of pay item for which we always need more detailed information.

You should send your pay slips to the fund at least in case, in the last 12 months,

  • you have been on unpaid leave (e.g. sick leave, parental leave, care leave)in this case, provide salary data for at least 12 paid months
  • you have been in hourly paid work with varying weekly working hours in the period before 2 September 2024in this case, please also see the section Other required attachments and provide a statement of the weekly working hours
  • you have received partial sickness benefit or have been paid reduced salary due to illness (e.g. 2/3 of your salary) the salary for work you did while receiving partial sickness benefit or reduced salary due to illness is not taken into account in the employment condition. These times/salaries must therefore be omitted from the salary certificate or be itemised in the pay slips.

If you have been on partial care leave, job alternation leave or partial disability pension and have not worked long enough to meet the 12-month employment condition in full after the end of the leave or pension, you must send the fund your salary information for the period (at least 12 months) before the start of the leave or pension that meets the employment condition.

In addition to the salary information, please submit the following attachments to the fund:

  • An employment contract, if your employment still continues or you start a new job while unemployed.
  • A certificate of employment or extract from a personal file if your employment has ended completely.
  • A notice of termination of employment contract if your employment has ended with notice of dismissal or your working time has been reduced. 
  • Termination of employment agreement, if there is a separate agreement on the termination of your employment and/or the terms of termination.
  • A salary statement/pay slip of all salaries paid during the unemployment benefit application period.
  • A statement of weekly working hours for work done before 2 September 2024, if you have not worked at least 18 hours each week and your working hours have varied on a weekly basis. As the statement, you can send your actual shift lists or ask your employer to fill in the form ‘Selvitys työttömyyskassalle työssäolosta ja palkasta kalenteriviikoittain’ (Statement to unemployment fund on working hours and salary by week), which you can print out from the Federation of Unemployment Funds in Finland (TYJ) website. Unfortunately, the form is only available in Finnish.
  • The tax decision of your latest confirmed personal taxation, if you or a member of your family runs a business or has income from agriculture or forestry during your period of unemployment. You can find the tax decision in electronic format in the Tax Administration’s MyTax service.
  • The decision on the pension or other benefit you received during your period of unemployment and the most recent statement of the amount of the benefit, if the benefit or pension is paid by a party other than Kela. For benefits paid by Kela, we usually receive information directly from Kela.

Submit the attachments with your application via our eService

Note! If you have submitted attachments or statements to the employment authorities, please note that they will not forward these to the fund. You must make sure yourself that your application for daily allowance includes all the necessary attachments.
 

The unemployment fund can only release confidential information in its register to the person concerned or to the authorities specifically designated in the Unemployment Security Act. Otherwise, information cannot be released without the explicit consent of the member.

You can authorize another adult to handle your unemployment fund matters using a power of attorney. With the power of attorney, the authorized person can manage your affairs and obtain the necessary information to handle these matters. Information will only be disclosed to the extent necessary to manage the case.

Content Requirements for the Power of Attorney

The power of attorney must include the following information:

  • Grantor of the Power of Attorney: The name and personal identification number of the person granting the power of attorney.
  • Authorized Person: The name of the authorized person. If the authorized person is, for example, a social worker or a union representative, also mention the organization.
  • Matters Covered by the Power of Attorney: You can give the authorized person permission to handle all your unemployment security matters or just one specific matter. The authorized person can, for example, apply for benefits on your behalf or report changes. They may also receive your confidential information, such as details about your benefits, as necessary to carry out their duties. Specify in the power of attorney what matters the authorized person is allowed to handle, such as all unemployment security matters with the Unemployment Fund of Social and Healthcare Workers, a specific application for daily allowance, or a specific recovery of overpayment case. A separate, specific power of attorney must be drafted for each appeal case.
  • Validity Period: Is the power of attorney valid for a specific period (write the time clearly in the power of attorney) or until further notice. You can also change the validity of the power of attorney or revoke the authorization at any time by notifying the unemployment fund.
  • Date and Signature: The date the power of attorney was drafted and the signature of the grantor.


Use of the Power of Attorney


You can draft a power of attorney yourself in a free format or use the unemployment fund’s prepared power of attorney template, which you can download in PDF format. Send the completed and signed power of attorney to the unemployment fund, for example, via eService. The power of attorney is valid until you revoke it in writing or until the specified period of validity expires. You do not need to submit a valid power of attorney separately for each service occasion.


Verbal Authorization


In telephone service, you can give a one-time verbal authorization to another person to handle your matter during that call. This requires that there is no reason to doubt your or the authorized person’s identity. The verbal authorization only applies to the specific call.


Agent without a Power of Attorney


Without a power of attorney, the unemployment fund cannot disclose your information to a third party. For example, a spouse or a union representative at your workplace cannot handle your matters without a power of attorney, even if the reasons are understandable, such as language barriers or illness. Without a power of attorney, the fund can only provide general information about unemployment security.
